As part of a survey of Healthy Tri-County work group participants conducted in May 2017, participants decided to combine the topics of Mental Health and Substance Use into a single topic of Behavioral Health for the plan. Therefore, all references to Behavioral Health included in this plan would refer to both substance use and mental health conditions.
According to the Substance Abuse and Mental Health Services Administration (SAMHSA), behavioral health issues include "substance use disorders, alcohol and drug addiction, serious psychological distress, suicide and mental disorders." Particular challenges in the area of behavioral health include coordination of care between behavioral and health care providers and co-occurrence of mental and substance use disorders. Recommendations in this topical area focus on prevention, treatment and recovery from these conditions.
