AFK will increase the number of ECE sites in El Paso County (EPC) that offer high quality services by 32 annually, measured by a rating of a minimum of Level 3 in Quality Rating and Improvement System (QRIS).

Supporting Strategies (Year One):

a. Meet with 50 center directors who are unfamiliar with the Colorado Shines quality improvement program to encourage engagement in Colorado Shines and provide information on the connections to their center's success.

b. Provide inclusive quality improvement supports to a minimum of 32 Level 1 & 2 licensed ECE sites (both centers and FCCH sites) who accept CCCAP to reach a Level 3 or above by June 30, 2018.

c. AFK will engage 50 (60%) Level 1 licensed providers in Colorado Shines to increase their quality improvement rating by one level by June 30, 2018.

d. Establish an Education and Advocacy Committee to guide education of families and community on characteristics of quality and its impact on children, families and the community.

Increase the credential levels of ECE Workforce employed at ECE sites annually by 15% (minimum of 203 providers) as documented by Professional Development Information System (PDIS) and QRIS.

a. Increase the number of newly credentialed early childhood professionals by 75 by June 30th, 2018, by providing individualized professional development that is aligned with the PDIS system.

b. Provide support to 100 currently credentialed providers in increasing their credential level by June 30, 2018, by providing individualized professional development that is aligned with the PDIS system.

c. Maintain or increase coaching credential in 75% of credentialed coaches in EPC by June 30, 2018, through training and reflective supervision.

d. Recruit, select, and train six newly credentialed trainers in EPC by June 30, 2018, by offering training throughout EPC.

e. Approve five new AFK trainings for EPC by June 30, 2018, that are aligned with PDIS competencies.

2. Increase by 25 annually the number of Level 3 and above rate ECE sites from a Level 1 or 2 as rated by QRIS annually that accept subsidies for infants and toddlers.

a. Target 25 licensed providers that are Level 3-5 that have capacity to provide infant/toddler (I/T) care withthe ultimate goal of increasing 10 I/T CCCAP slots in total, by June 30th, 2018.

b. Provide inclusive quality improvement support, through Colorado Shines QRIS, to 10 Level 1 or Level 2 licensed providers (who accept CCCAP and serve infants and toddlers) to improve their rating to a Level 3 or above by June 30, 2018.

c. Identify 30 (to be determined by ITQIP grant) Level 2-5 sites to receive grant supports to serve I/T CCCAP children.
