Decrease nicotine use among Butte County adults and adolescents

Why Is This Important?

Smoking and tobacco use are contributing risk factors for a number of adverse health conditions including heart disease, stroke, and respiratory illnesses. In Butte County, 2 of the 3 leading causes of death are cancers - with lung cancer being the leading type of fatal cancer, followed by chronic lower respiratory disease (CLRD). The leading cause of both lung cancer and CLRD is smoking of tobacco products. Butte County ranks 51st out of 58 California Counties for deaths due to lung cancer, and 48th for deaths due to CLRD. Smoking and tobacco use during adolescence may lead to additional unhealthy behavior and substance abuse, and almost all smokers begin in adolescence. Research demonstrates that the density of tobacco retailers located near schools is directly associated with adolescent smoking. Restricting access to retail tobacco sources for adolescent youth through local ordinances has been shown to reduce rates of smoking.

Accomplishments To Date

  • “Smoke free” policies have been adopted by Skyway House, Northern Valley Catholic Services, and Butte Community Based Coalitions.
  • Group counseling for smoking cessation is currently occurring at the Iverson Center, The Hub, and Feather River Tribal Health.
  • During the 2015-2016 school year, the Butte County Office of Education Tobacco-Use Prevention Education (TUPE) program delivered presentations on e-cigarettes/vaping at 14 sites to 975 students in grades 6-12.
  • The “Kids Leading Everyone Against Nicotine” (KLEAN) Program conducted several community outreach events including: implementing a “Tobacco Scavenger Hunt,” presenting Tobacco store survey results to stakeholders, and conducting focus groups with alternative high school students.
  • The California Health Collaborative conducted a “PhotoVoice” training for Las Plumas High School Photography Students. Students then documented the impact of flavored tobacco products in their community. All photos were displayed and the two winning photographs were converted to billboards in Oroville.

Current Activities

  • Enloe Medical Center and Butte County Behavioral Health have drafts of “smoke free” policies in the process of being finalized.
  • Butte County Public Health is working toward the adoption of two policies, one to eliminate the sale and distribution of flavored tobacco products, and one to implement a “smoke free” policy in affordable housing units.
