GPRA 3.1. Attendance rate of students in 6th, 7th, 8th, & 9th grade as defined by total days of attendance divided by total membership.

Definition. Average daily attendance (ADA) is typically used by school districts to measure school attendance and it is required under the Every Student Succeeds Act of 2015. Researchers have identified that chronic absenteeism, or those students who miss 10 percent or more of school days, is a strong predictor for academic risk and school dropout (see literature review, below). For GPRA 3, Promise Neighborhoods should collect the average daily attendance and chronic absenteeism rates for 6th, 7th, 8th, and 9th grades in each of the target Promise Neighborhood schools.

Native Youth Olympics (NYO):

The Native Youth Olympics Traditional Games were successfully implemented by Sealaska Heritage Institute on April 2nd and 3rd in partnership with Tlingit and Haida and the Juneau School District. There were 141 youth athletes, 24 adult athletes, 31 officials, and 25 coaches that attended. SHI estimates 90% of participants were AK Native. In addition, SHI supported NYO activities for the Juneau NYO team, which had about 12 participants, including a demonstration with UAS, an event in Whitehorse, Canada, and a demonstration at the Haa Latseeni Indigenous College & Career Fair.

Story Behind the Curve - PN

Attendance dropped considerably during the 2021-2022 school year. While schools have returned to in-person learning, illness - both COVID and otherwise- has continued to keep students home from school. More strict policies around staying home if a student is experiencing any flu- or cold- like symptoms likely contributes to higher levels of absenteeism. While other factors may also contribute to attendance levels, STEPS AK partners have not completed a further analysis into what these factors may be.

While the school climate, conditions for learning approaches impact attendance, there is one solution that we report on specific to this GPRA area- Native Youth Olympics:

Sealaska Heritage Institute (SHI) was able to hold the Traditional Games in person this year and saw an increase in participation. However, participation in ongoing NYO teams/ practices outside of the games has not been tracked by SHI or other STEPS partners.

Strategy Responses Based on Your Story Behind the Curve Analysis

SHI will continue to host the traditional games and will engage youth and adults regionally in this program. We will work with our districts to get more information on the attendance issues, but preliminary discussions indicate that the attendance rates are due to more wide-spread flus and Covid spread that continued this year and stricter rules for staying away from school. There has been some discussion wondering if there could be remote support for students that are staying home.
