Story Behind the Curve
Carroll County has a very high graduation rate (95%) and the drop out age for students has been raised to 18. Consequently most of our disconnected youth have completed high school but have not moved into or maintained enrollment in higher education. Many also face barriers to unemployment such as mental health and substance use disorders.
Youth with disabilities also are leaving the post-secondary school programs with out higher education or competitive employment. Most are moving into segregated day programs, rather than having opportunities to explore career and higher education opportunities.
Partners
Partners include BERC (WIOA workforce development), CC Youth Service Bureau, Human Services Program, Carroll Community College and Carroll County Public Schools, DORS, DDA and Change.
What Works
Barrier reducing services, intensive case management and on-demand mental health/substance use treatment.
Strategy
Connecting Youth in Carroll County and Customized Employment will be working closely with youth to provide case management and personalized employment services. Both programs incorporate exploring each youth's individual potential and interests, barrier reduction and connections to community services and businesses.
