Positive Factors:

  • Allegany College of Maryland provides on-site childcare (Early Head Start and Head Start on site); center for non-traditional students; skill building
    • Embraced Mental Health First Aid
    • Work experience is provided in addition to education
    • working with DSS for folks who are on TCA (Temporary Cash Assistance)
  • Supportive relationships particularly during tragedies people come together

Negative Factors:

  • Substance abuse culture:  kids grow up seeing people using abuse; has become the norm; 
  • Not enough child care available;  comes up on every community survey; HRDC is the only center that provides child care for very young children; night and weekend child care is not available; Lots of parents need child care for shift work.
