Story Behind the Curve
Even though Carroll County has a relatively low percentage of disconnected youth, and a very low overall unemployment rate, youth unemployment in Carroll is almost double the overall rate. If youth are not connected to employment during these crucial years, their opportunities to earn living wages and support their families is drastically reduced. They are also at risk of homelessness and housing instability if they are not employed. Many youth face barriers to employment, such as transportation and access to mental health services.
Partners
Partners include BERC, HSP and CCYSB. These three agencies provide workforce development, housing solutions, intensive case management and access to mental health and substance use disorder services.
