Story Behind the Curve

School readiness, as measured by the MMSR, has been slowly increasing in Baltimore County for the past five years, with a most recent small decrease. While Baltimore County maintained a higher “fully ready” composite score (86) than Maryland overall (83), it’s ranking fell to 11th (tied) down from 6th in 2013 among Maryland counties. Even as the County continues to slowly make progress, there continues to be cause for concern among subgroups and at the individual school level. Males, African Americans, Hispanics, students from low income households, English language learners and students coming from Home or Informal Care settings all scored below the County composite score.

What Works

A child who enters school ready to succeed has been influenced by a myriad of forces from pre-conception through infancy, toddlerhood and during the preschool years. These experiences either prepare the child for success or set up obstacles that will be barriers to learning. Research has proven that early investments in children and families create a solid foundation for school success, and that the relationship of cognitive and emotional development to school readiness and ensuing success is critical.

Strategy

  • Healthy Families is an evidence-based home visiting program that provides comprehensive services to mother and child from the prenatal stage to as long as 3 to 5 years after the birth, and focuses on positive child development and school readiness outcomes among others.
  • The Baltimore County Early Childhood Advisory Council is in the process of implementing action plans in a targeted area to address the sub-populations scoring below the County composite score.
