Story Behind the Curve

The percentage of Medicaid eligible Vermonters who are actually enrolled in Vermont Medicaid increased slightly between 2009 – 2012.

The State has monitored the health insurance status, affordability of insurance and health care services of the Vermont population for over a decade through a series of periodic Vermont Household Health Insurance Surveys (VHHIS).

The 2012 VHHIS was based on telephone interviews conducted between August 30th and December 2, 2012 among 4,610 randomly selected households in Vermont representing nearly 11,000 Vermonters.Through these interviews, the State found that 88% of Medicaid eligible Vermonters were enrolled in Medicaid, compared to 86% of eligible Vermonters in 2009 (this survey has been performed once every 3 years).Although this shows a small increase and is a relatively high percentage, the State wants all Vermonters to be covered by health insurance.

The 2012 VHHIS provided the State with crucial information about the Vermont population to support planning, implementing, and evaluating the performance of Vermont Health Connect, its Health Insurance Exchange, as well as other health care reforms.
