Story Behind the Curve

In 2012 and 2013, the PrEP-to-Need Ratio (PnR) for each year was lower than 1.5.  This means that there are more people on PrEP than newly diagonsed cases.  From 2012 to 2014, the PrEP-to-Need Ratio (PnR) for each year was lower than the selected 2.5 PnR national baseline.  Overall, the Connecticut annual PnR increased from 4.3 in 2017 to 9.7 in 2018. From 2018 to 2019 the annual PnR increased from 9.7 to 12.  In other words, in 2019, for every one person newly diagnosed with HIV in Connecticut, there were approximately 12 HIV-negative persons using PrEP.  This increase can be attributed to the fact that PrEP is being promoted in communities at risk and in healthcare settings.  In addition, CT DPH continues to provide training to new PrEP Navigators statewide to increase client engagement and retention.

What Works

Healthcare provider education about sexual history taking; HIV, HCV and STDs screening interventions; Patient education about PrEP.

PrEP navigation staff helping people at highest risk for HIV obtain PrEP; Linking to a PrEP provider any person at high risk of contracting HIV through sexual activity or intravenous drug use.

PrEP combined with condoms provide even greater protection than when used alone; Commitment to taking the pill every day and seeing a health care provider for follow-up every 3 months.

Action Plan

PrEP awareness and educational campaigns (Social Marketing); social media promotional campaigns; PrEP Navigation services; PrEP providers; Healthcare provider referrals to PrEP related services; and HIV, HCV and STDs screening and linkage interventions. PrEP, is a way for people who do not have HIV but who are at substantial risk of getting it to prevent HIV infection by taking a pill every day.
