Story Behind the Curve
On October 1, 2014, CGS Section 19a-207a was enacted which requires every local health department (LHD) to ensure the provision of a basic health program. CT adopted the Centers for Disease Control and Prevention (CDC) Ten Essential Public Health Services (10 ES) as the basic health program. A Local Health Annual Report/10 ES workgroup was convened with the Department of Public Health Office of Local Health Administration staff and 10 Directors of Health. The workgroup developed baseline questions utilizing the Public Health Accreditation Board (PHAB) standards and measures for the 10 ES questions. The State Fiscal Year (SFY) 2016 Local Health Annual Report was the first report to incorporate questions regarding the 10 ES. The same survey was administered in SFY 2017. The workgroup reconvened in 2017 to add additional questions for the SFY 2018 report. In SFY 2018, six (6) of the 67 (9%) LHDs reported ensuring the provision of the 10 ES. The data are current as of December 2018.
