Story Behind the Curve

Connecticut has 65 local health departments (LHD) serving the State, 53 of which employ a full-time director of health (aka, full-time LHD) and 12 of which employ a part-time director of health (aka, part-time LHD).  The full-time LHDs include 33 independent municipal health departments and 20 health districts with jurisdictions spanning from two to 18 towns. Municipalities with a population of 40,000 for five consecutive years and health districts are required to have a full-time director of health.  The CT DPH has been assessing LHDs and providing funding opportunities to promote joining or forming health districts.  Data are current as of December 2019.

Connecticut Department of Public Health, Office of Policy and Management, local public health departments, public health professional associations, municipal governments and planning agencies, other organizations and coalitions that address public health, community service organizations serving specific populations (children, older adults, underserved populations), health care providers, health professional associations, academic institutions that prepare the public health workforce, and philanthropic organizations that address public health infrastructure.

What Works

Data collected from the Local Health Annual report show that full time local health departments/districts provide more public health services and are able to provide more of the 10 Essential Public Health Services than part-time local health departments.
