Story Behind the Curve

  • New Mexico is one of 30 states with a Medical Cannabis Program.
  • In New Mexico, there are 21 qualifying conditions to become a patient in the Program. The Lynn and Erin Compassionate Use Act allows for the use of medical cannabis to provide individuals relief from debilitating conditions.
  • In the fourth quarter of FY18, the Medical Cannabis Program (MCP) printed and mailed 99.5% of patient registry ID cards within five business days of an application being approved.
  • The registry identification (ID) card is printed the day an application is approved. The card is mailed within 24 to 72 business hours after printing. 
  • MCP can attribute continuing to meet/exceed the target goal in this area to implementing a streamlined process where patient registry ID cards are printed the same day an application is approved.

What Works

  • Hiring additional staff as the demand for identification cards increases.
  • Reviewing internal processes and establishing standard operating procedures (SOPs) to ensure printed cards are mailed within 48 hours.

Strategy

  • Review internal processes and establish SOPs for application approvals and printing. The SOPs will help make sure that printed cards are mailed no later than 48 hours after they are printed.
  • Hire additional staff; duties to include printing of registry ID cards.

Action Plan

  • Q1: Work with mailroom to print patient informational inserts, fold inserts, and stuff envelopes for registry ID card mailings. Completed. 
  • Q2: Hire and train three new staff. Completed in the fourth quarter.
  • Q3: Work with IT Project Manager to identify systems within BioTrack that will allow patients to see the status of their application or patient registry ID card. Completed.
  • Q4: Work with IT Project Manager to begin Request for Proposals for vendors to implement a patient portal so patients can see the status of their cards. Completed.

FY18 Annual Progress Summary

Patient enrollment increased markedly over the course of FY18. At the end of FY17, there were 44,403 patients enrolled in the program. At the end of FY18 the Medical Cannabis Program (MCP) reported a total of 54,857 patients enrolled in the program. MCP printed 63,445 cards which includes both new and re-enrolling patients. Program records indicate nearly all patient cards were issued within five days of approval.
