Story Behind the Curve
The decline noted between FY18-19 and FY19-20 is due to Heartland Senior Services having conducted a shortened survey because of the pandemic. Quality of life questions were omitted (response of "0"). Yet, the denominator remained high because the shortened survey was conducted with participants all the same. The corrected % for FY19-20, then, is = 90.9% (311 survey responses indicating improved quality of life / 342 total surveys completed, with HSS removed).
