FY21
The pandemic, coupled with the intense and increased youth mental health needs within the home, the Local Care Team saw an almost 88% increase in families looking for out-of-home placement options (8 vs 15, respectively from the previous year). Especially challenging for families was that over the past year, services were not held in-person. This presented its own set of issues for families wishing to get face-to-face assistance and their youth into services outside the home. With community-based resources resuming in-person services, we are hopeful the number of youth referred for out-of-home placement will decrease over this next year.
FY19
In addition to seeing a large increase in referrals in FY19 overall, some of the cases being referred for in-state placement have needs beyond the scope of the resources in Frederick County to address those needs, thus in-state placement is the appropriate course of action.
