The number of youth achieving this performance measure declined as priorities shifted to dealing with issues such as the loss of housing, jobs, and dealing with mental health issues. Another reason this measure is trending downward is because in past years, youth were counted in each HY that they accomplished a goal. In FY21, we didn't allow this duplication.
