Story Behind the Curve

Baseline:

  • Nine (9) communities have existing transportation plans that promote walking in our LPHD region: Alliance, Sidney, Chadron, Kimball, Bridgeport, Bayard, Scottsbluff, Gering and Gordon. (Step 1)

Year 1:

  • Sidney is prioritized as the first community to go through the Nebraska Walkable Communities Initiatives
  • American Planning Association (APA) Walking/Biking assessment for the Sidney Comprehensive Plan 
  • Community Design Team kickoff meeting, Engagement of key partners both traditional/non-traditional, community summit planned and implemented 
  • Sidney Community Action Plan created 

Year 2:

  • Implementation of the Community Action Plan
  • Sidney Active Living Advisory Committee created

Year 3:

  • Scottsbluff/Gering/Terrytown prioritized as the next three communities to go through the Nebraska Walkable Communities Initiative
  • Scottsbluff Comprehensive Plan collected 
  • Community Design Team kickoff meeting, Engagement of key partners both traditional/non-traditional, community summit planned and implemented 
  • Tri-City Active Living Advisory Committee confirmed by the three city councils
  • Walking/Biking Assessment for Scottsbluff, Gering, and Terrytown communities initiated 
  • Scottsbluff/Gering/Terrytown Community Action Plan created 

Year 4:

  • The Tri-City Active Living Advisory Committee (Scottsbluff, Gering, Terrytown) has been actively pursuing a Complete Streets policy by training stakeholders and residents in October 2017. It is a key strategy on the workplan and committee leadership has met with local engineers to discuss the policy with them for potential additional considerations. 
  • A Low Stress Bike-Walk Network has been proposed and local bicyclists and walkers will be biking and walking key areas that need to be further assessed to present options to the respective city council. It is also being further overlayed with the recently initiated fixed-route public transit system.
  • City of Gering addressed and updated their snow removal ordinance with the Mayor specifically citing the Walkable Communities initiative as a key reason to enforce the ordinance.
  • Promotional opportunities are being aligned with National Walk @ Lunch Day, National Tourism Week in May, and National Bike to Work Week.
  • Smart Cycling took place in June. 
  • Roosevelt Elementary School Walk Audit took place in May 2018, results were used to:
    • Update the countdown timers on the crossings
    • Paint the continentals located around the school
    • Supply light up handheld stop signs and reflective vests for crossing guards
    • We are also revisiting the CDBG assessment summary that supports a one-way street redesign around the school. The Tri-City Active Living Advisory Committee and city are in discussion about and assessing community support for this change.
  • The Accessible Pedestrian Signal audit around the Scotts Bluff High School was completed in May 2018. Discussion with the city regarding the results of this audit continues. There are plans to meet with the sign supplier to get signs with braille and make other changes to make the crossings safer for those with disabilities. 
  • Sought funding through local Keno dollars and People For Bikes to fund bike repair stations in four places in the Tri-City Area. We received the Keno funding and continue to seek funding through a local foundation. We are exploring local resources to create bike repair stations (e.g., partner with local high school shop class).  

 

Facilitators:

Continued diverse partner engagement with city representatives, key partner organizations, and health care and human service agency organizations has been critical to the progress of the Tri-City Active Living Advisory Committee.
