This performance measure is about gauging the level of engagement happening or opportunities for partnership to emerge, where Local Board attendance included a listening ear in order to be better informed, or for sharing information e.g. notifications for funding. It was accepted that there would be some hui that Local Boards will not attend. These were circumstances where Mana Whenua wished to hold a closed forum.

The trend was “Not Good” with a straight line across. Indicating things hadn’t changed much over the last five years.

The group believed that

• there was no relationship established between Local Board and Mana Whenua
• Mana Whenua and Mataawaka roles and responsibilities are not recognised or both groups are seen as one.
• there is a situation of broken trust between Mana Whenua and Local Board,
• there is a lack of real understanding and knowledge of the Treaty of Waitangi by Local Board representatives.
