Why Is This Important?
Safety is considered a priority due in part to unacceptably high rates and/or adverse trends in juvenile crime and high rates of substance abuse in the community. Risk factors influencing juvenile criminal behavior include a lack of educational and job opportunities, family violence and inadequate supervision. In order for the young people of Cecil County to grow into successful adults, they require a foundation in their homes and community that is solid and safe. Further, when Cecil’s parents and community members struggle with addiction, children experience higher rates of maltreatment and are frequently unsafe in their own homes. When Cecil’s youth engage in juvenile crime, they are less productive in society and they limit their educational, earning, and overall potential to become independent, self-sufficient adults who make a positive contribution to the County.
