Out of home placements are important to the community because County data illustrate that the outcomes are poor for a large number of children/youth placed out of home. In many cases, children/youth do not return to their families for long periods of time, if at all. Severing the parent-child bond, even in cases of abuse, neglect, or other family problems, can have profound implications on child/youth development.
