Why Is This Important?

The issue of whether or not children are safe cuts across all age groups, from birth through age 18. To be safe in his/her family and community is the most basic and inalienable right of any child. The extent to which children are safe in their families and communities is truly reflective of the health of their communities and the ability of these communities to produce healthy, productive citizens.” The number of juvenile referrals (in Baltimore County, almost all referrals to DJS are due to arrests) is particularly important as it reflects a number of other risk factors associated with juvenile offending including child maltreatment, family violence, gang involvement, substance abuse, mental health issues, school suspensions and expulsions, poor academic achievement, etc.
